Meet the people behind Texas Association Of School Boards Inc.
Dan Troxell is the executive director of the Texas Association of School Boards (TASB). He has more than 30 years of experience as a public school leader and was named the TASB Superintendent of the Year in 2008.
Mary Barrett serves as associate executive director (AED) of TASB Risk Management Services, where she leads one of the largest and most-established risk pools in the country.
Tiffany Dunne-Oldfield was named deputy executive director in 2022 after joining TASB as its associate executive director (AED) for Communications, Marketing, and Events. She previously worked as the chief innovation and communications officer for Spring ISD, located north of Houston, where she oversaw several key departments including communications, family and community engagement, research and accountability, counseling, and school improvement.
Steven McArthur has been TASB’s chief financial officer since 2006 and oversees the Finance and Facilities functions at TASB, including the accounting operations for several of TASB’s affiliated entities. He has been with TASB in the finance area since 1988, moving from accounting manager to assistant director, department director, division director, and chief financial officer.
Carolyn Counce is the associate executive director (AED) of Member Services, where she oversees Board Development Services, Field Services, HR Services, Executive Search Services, School Medicaid Services, and Student Solutions. Counce joined TASB in 2000 to work with members of the Risk Management Fund Unemployment Compensation Program. She was a senior attorney for TASB Legal Services prior to becoming the director of TASB Policy Service in June 2007. Counce is a member of the School Law section of the State Bar of Texas and the Texas Council of School Attorneys.
As Education Counsel and associate executive director (AED) for Policy and Legal Services, Joy Baskin oversees Legal Services, Policy Service, and Community College Services. She is a staff liaison to the TASB Board of Directors’ Resolutions Committee. She also serves as counsel to TASB’s Legal Assistance Fund and contributes to TASB’s public advocacy through txedINSIGHTS.
Brian Bolinger joined TASB in 2018 as the associate executive director (AED) of Business Services, which includes Facility Services, BoardBook®, and the affiliated entities TASB Energy CooperativeTM and BuyBoard®, which has both a Texas and a national purchasing cooperative.
Laurie Vondersaar is the chief data and information officer, and brings with her both extensive technology and education expertise. Prior to joining TASB in 2022, Vondersaar held executive leadership positions at five Texas school districts dating back to 2005. She began her career as a classroom teacher and has consistently kept the needs of students and educators at the forefront of her work. In her role at TASB, Vondersaar is responsible for all aspects of IT and enterprise data management and reporting. Key focus areas are to strengthen the Association’s enterprise information architecture, systems, and reporting to leverage data and enhance the digital experience for members. Other key priorities include IT operations, application development, cybersecurity, business continuity, and incident response initiatives.
Kelly Rasti joined the Texas Association of School Boards (TASB) in 2024 as the Associate Executive Director of Governmental Relations. Rasti oversees TASB’s governmental relations team, guiding the association’s work at the Texas Capitol to ensure the issues that matter most to TASB members, including funding, teacher recruitment and retention, and school safety, are top of mind for lawmakers.
Andrea Sheehan has been associate executive director (AED) and chief corporate counsel since February 2025. Her responsibilities include providing strategic legal leadership that guides the Association and its affiliated entities.
Bill Mastrodicasa has been with First Public since 2003 and serves as the managing director, where he oversees all aspects of the investment and insurance services offered to clients. He brings 32 years of experience in the financial services industry to the role, including positions at several major Wall Street firms.
